PCA Statement On The Deaths Of Mentally Ill Persons At The Hands Of Police

The Police Complaints Authority (PCA) is aware of several incidents involving fatal and non-fatal police related shootings involving mentally ill individuals Paul Marchan, Daniel Paul and Edison Thompson within the last four (4) months.

The PCA also takes note of conflicting statements by then Acting Minister of National Security Senator the Honourable Dennis Moses, President of the Police Social and Welfare Association, Inspector Michael Seales and Acting Public Information Officer Inspector Lester Kerr on whether or not police officers are adequately trained to deal with mentally ill persons.

The PCA is currently in the process of reviewing Standing Order 33 of the Trinidad and Tobago Police Service (TTPS) Standing Orders that deals with ‘Mental Ill Persons’ as well as other relevant pieces of legislation with the aim of advising the TTPS on the subject matter, once duly constituted.

Once duly constituted the PCA, under Section 21 (1) (c) of the PCA Act, intends to monitor and audit the current investigations of the TTPS into the shootings of the above named individuals.

Additionally, in accordance with Section 21 (1) (d) of the PCA Act, the PCA will advise the Police Service, through the Commissioner of Police (Ag.), on the necessity for adequate training in the apprehension and treatment of mentally ill persons.
