"No one has perfectly described it up to this point." That was the response of Industrial Relations Consultant Robert Giuseppe when asked if the Finance Minister's "zero zero zero" comment was proper bedside manner or crossed boundaries. At an IMF Conference earlier this week the minister spoke of a possible wage restraint for the period 2017-2020. It was there that it was said that government's offer would be "zero zero zero."
